Illinois Enterprise Zone Benefits

There are two enterprise zones located in the Southernmost Illinois Delta Empowerment Zone. They are Mound City/Mounds/Pulaski County and the City of Cairo/Alexander County.

The following state incentives are available in Mound City/Mounds/Pulaski County and the City of Cairo/Alexander County:

  • Investment tax credits of 0.5% on machinery, equipment and existing buildings
  • Sales tax exemption on machinery used or consumed in operation of pollution control facilities to qualifying companies
  • A $500 state income tax credit for each job created (minimum of 5 jobs) for which a certified dislocated worker is hired
  • Qualifying companies located inside the zone can be eligible for an exemption of state utility tax (5%) and the 0.10% administrative fee
  • State income deductions including dividend, income, interest and contribution deductions
  • All state of Illinois business financing programs are available to companies locating, expanding or retaining jobs in the Enterprise Zone
    •


    The following location incentives are available in Mound City/Mounds/Pulaski County and the City of Cairo/Alexander County:

  • Property tax abatement of 100% for three years
  • Local sales tax exemption of 1.25% for building materials purchased from a qualified retailer located within the Enterprise Zone
    •
    • Building materials purchased within the State of Illinois for Enterprise Zone property improvements may be eligible for exemption from all sales tax
  • No real estate transfer tax within the zone
  • Waiver of sewage, water and licensing fees for approved projects
  • Reduced cost of land acquisition and site preparation and approved projects on a selected basis
    •


    The following state incentive is available in Mound City/Mounds/Pulaski County:

     

  • The zone administrator with the approval of the advisory council can modify zoning regulations, expedite handling of business licensing and streamline local permit procedures.
